MINNEAPOLIS — A city panel recommended yesterday that officials fire Bonnie Bleskachek, the nation’s first openly lesbian big-city fire chief, following lawsuits filed by firefighters accusing her of harassment and discrimination.Bleskachek had agreed to step down, but the city’s executive council unanimously rejected a negotiated deal after a closed-door meeting.

“She was pretty stunned ,” said Bleskachek’s lawyer, Jerry Burg.

Mayor R. T. Rybak had announced the agreement in a letter to the city’s executive council in which he wrote that he no longer had confidence in Bleskachek as chief. Neither Rybak nor City Council members would immediately explain why the deal was blocked.

Bleskachek, 43, was hailed as a trailblazer when she was promoted to the top job two years ago, but her tenure has been troubled.

Three female firefighters have sued, alleging various acts of discrimination and sexual harassment. Two of the lawsuits were settled, but this month a male firefighter brought a lawsuit alleging he was denied advancement because he is male and not gay.

Eleven women are suing Shoney’s alleging sexual discrimination, accusing senior executives at the family-friendly chain of ignoring claims that four Nashville-area managers had groped and harassed female employees and waged a campaign to rid the company of older female workers.

The women, who include two teenagers hired as cashiers and several restaurant supervisors, say their bosses at Shoney’s restaurants in Hendersonville and Franklin, Ky., frequently made lewd comments, and propositioned and fondled them and other female employees.

Their treatment came amid a campaign to drive off older, less-attractive female workers, the women say in a series of lawsuits filed in U.S. District Court. They say that campaign fostered a climate in which explicit sexual harassment of employees by male and some female managers was tolerated. Meanwhile, several women in their 30s and 40s either were demoted or fired.

The campaign was devised by a vice president in Shoney’s Nashville headquarters and implemented by a half-dozen men and women midlevel executives working in Middle Tennessee and South Central Kentucky, the suits say.

Ten years ago, The Citadel threw open its doors to women after a protracted, heated legal fight. On Saturday, a new class of 650 freshmen — including about 40 women — arrive. But the challenge of bringing women into the once all-male cadet corps isn’t over. Some male cadets and alumni still don’t like the idea.

“There will always be pockets of people who don’t want a coed school,” said Nancy Mace Jackson, the college’s first female cadet graduate.

Tara Woodside, a junior from Salem, N.J., was in grade school when Jackson arrived on campus.

“There are some guys who are skeptical at first,” Woodside said. “But once a woman proves herself, they are your biggest supporters.”

One of the biggest difficulties is attracting more women, who now make up 6% of the cadet corps. During the past decade, 129 female cadets have graduated, and this year there will be nearly 130 women among the college’s almost 2,000 cadets.

Toyota Motor Corp. said on Friday it had settled a sexual harassment lawsuit against the Japanese automaker’s former top U.S. executive.The lawsuit had threatened to become a major embarrassment for Toyota at a time when the company’s sales have been booming in the United States and it is on the verge of overtaking General Motors Corp. as the world’s biggest automaker.

Toyota said in a statement that the automaker and the employee who brought the lawsuit against former Toyota North America Chief Executive Hideaki Otaka had agreed to keep terms of the settlement confidential.

“We are very pleased to have resolved this matter in a way that all parties have agreed is fair, appropriate, and mutually satisfactory to all concerned,” Toyota Motor North America said in a statement.

Sayaka Kobayashi, a Toyota employee, had filed a $190-million lawsuit against the automaker accusing Otaka of sexually harassing her while other Toyota executives failed to act on her complaints.

A hidden world of sexual harassment, with female managers exploiting their power over men in the office, has been unveiled by a new government survey.

Despite the common stereotype of the male executive putting pressure on his secretary, two in five victims of sexual harassment are men, the study found.

A quarter of the men questioned in the Department of Trade and Industry survey reported being pestered by a client whom they also felt obliged to please.

According to the Equal Opportunities Commission, 8 per cent of calls to its sexual harassment helpline are from men, even though research shows male victims are less likely than women to complain. It insists that male complaints should be taken just as seriously. ‘It affects both women and men, causing stress, health problems and financial penalties when they leave their jobs to avoid it,’ said Jenny Watson, chair of the EOC.
